The nodal officer ACMO RCH, who pointed out the similarities between the three firms declared eligible for the tender of Rs. 1.07 crore, was removed within a week. However, he had taken over the charge only about seven months ago. This process is also now being linked to the case of manipulation of tenders.
Bid number-4357963 of Rs 1.07 crore was opened on December 20, 2023 in the CMO office. In this, various types of test kits of 7,61,159 quantities were to be supplied in 15 days. These included 28 items including hemoglobin test strips, urine test, malaria rapid test, dengue test, syphilis, HIV, hepatitis-B, blood sugar strips. In this bid, seven out of 18 firms were likely to qualify in the technical evaluation. The computer operator had shown three firms as eligible.
On 26th June, Dr. Pushpendra Kumar, who was the ACMO RCH, expressed apprehension about the similarity in these firms and their being linked to the same person and demanded that the meeting of the tender committee be held immediately. In such a situation, when the desired firms could not get the work, the ACMO had to face the wrath. Forget about the meeting of the tender committee and completion of the tender process, the nodal officers of health programs were changed on 3rd July.
This work was taken away from Dr. Pushpendra Kumar, who has been handling the responsibility of ACMO RCH since November 2023, and given to Dr. DK Sharma, ACMO Administration. To avoid allegations, some changes were also made in the previously allotted work of all the remaining ACMOs and Deputy CMOs. At that time it was considered a normal process, but now after the allegations of financial irregularities against the CMO office, this process is being linked to the obstruction in the tender.
Two clerks were made assistants, but were not given a desk
On August 17, senior assistant Hanuman Singh of CHC Maya Bazar and junior assistant Shashikant Tiwari posted in the Filaria Control Officer’s office were made assistants to senior assistant Yogendra Narayan Tiwari in the NHM section. They were not allotted any separate desk. This order of the CMO to make a senior assistant an assistant to another senior assistant is also in discussion.
The investigation committee was formed on Wednesday itself. Letters have been written to the members of the investigation team. The investigation of the case will be started soon.
